Adolescents and Children: The prevalence of substance use among adolescents and children is rising, posing a critical public health concern. Early initiation significantly increases the risk of dependency and long-term health consequences.

Human Rights and Vulnerability: Individuals using drugs, particularly women and young people, are vulnerable to human rights abuses, including discrimination, violence, and unequal access to healthcare.
